Every railroad policeman shall have in his possession, while on duty, a badge and identification card with photograph identifying him as a member of the police department of his railroad. Such badge shall be openly displayed except when an officer is conducting investigations and such badge or identification card shall at all times be exhibited upon demand and upon making an arrest.
