All law enforcement powers granted to railroad police shall apply only on railroad rights-of-way or the immediate vicinity thereof, except that railroad police may investigate in any location incidents occurring on railroad property, and except such railroad police may pursue a person violating the law on railroad property off railroad property while in fresh pursuit of such person.
