Applications for appeals shall be allowed and conducted in the manner provided in chapter 512; but no application for an appeal by the utility customer in default shall stay execution unless the utility customer in default gives bond, with security sufficient to secure the payment of all damages, costs and utility charges then due, and with condition to pay all subsequently accruing utility charges, if any, into court within ten days after such charges become due, pending determination of the appeal.
