Mo. Rev. Stat. § 82.790

Certain cities may condemn property outside city

Effective: 28 Aug 1939; (RSMo 1939 § 7753)

Every city now having or which may hereafter have a population of five hundred thousand or more inhabitants shall have authority and is hereby empowered to condemn for public use property, real or personal, or any easement or use therein, without such city.
