The third week of September shall be known as "Historically Black College and University Week" in Missouri. The citizens of this state are encouraged to observe the week with appropriate events and activities recognizing the importance of historically Black colleges and universities, especially Lincoln University and Harris-Stowe State University, the two historically Black colleges and universities located in Missouri.
