A fiscal note also may be requested on a bill, as the joint rules of the senate and the house of representatives may allow, by:
(1) a committee considering the bill;
(2) a majority of the members of the house in which the bill is to be considered, at the time of second reading; or
(3) the sponsor, through the presiding officer.
