The chief executive of a municipality or political subdivision of the state, the responsible agent of a federal or state agency, or the chief executive officer, president, vice president, authorized agent, or secretary of a corporation or company may exercise the right of petition, protest, or voting on behalf of property owned by the government, corporation, or company.
