N.D. Cent. Code § 4.1-26-06

Board powers

The board may:

1. Do all things necessary and proper to enforce and administer this chapter;

2. Employ and compensate necessary personnel;

3. Employ an attorney licensed in this state;

4. Serve as a mediator or an arbitrator in any dispute among or between dairy farmers, processors, distributors, retailers, or consumers, provided:

a. All parties to the dispute request the board to provide such services; and b. The dispute pertains to the production, transportation, processing, storage, distribution, or sale of milk products or frozen dairy products; and 5. Contract with any person for any purpose related to this chapter.
