N.D. Cent. Code § 44-04-18.30

Identity of reporter to social services agency - Exempt records

1. For purposes of this section:

a. "Human services" means services provided to an individual or an individual's family in need of services to assist the individual or the individual's family in achieving and maintaining basic self-sufficiency, including physical health, mental health, education, welfare, food and nutrition, and housing; and b. "Public social services agency" means a state, county, or local public agency that provides human services, and includes state-operated behavioral health clinics, human service zone boards, human service zones, and the department of health and human services.

2. The name, address, telephone number, electronic mail address, or other record that reasonably could be used to identify an individual who provided information to a public social service agency is an exempt record if:

a. The information relates to a matter involving human services over which the agency has regulatory jurisdiction; and b. The agency determines the individual had a good-faith belief the information related to a possible violation of law when the individual provided it to the agency.
