The commission shall exercise constant diligence in informing itself of the rates, rules, and practices of common carriers engaged in:
1. The transportation of freight, express, and passengers;
2. The transportation by pipeline of crude petroleum, gas, or other petroleum products; or 3. The transmission of messages or intelligence, from points in this state to points beyond its limits and from points in other states to points in this state and in territory wholly outside of this state.
