The department of water resources may suspend or revoke a license for any of the following reasons:
1. Incompetency.
2. Dishonest practice.
3. False or fraudulent representations made in obtaining a license or permit under this chapter.
4. Failure to comply with any provisions of this chapter or any rules adopted by the department pursuant to this chapter.
