Nothing in sections 60-6,320 to 60-6,346 shall prohibit the use of snowmobiles within the right-of-way of any highway in any international or other sponsored contest. When the proposed use of the right-of-way of any highway is for an international or other sponsored contest: (1) The sponsoring person or organization shall obtain prior written permission from the governing body having jurisdiction over the highway when such highway is not part of the state highway system; and (2) The sponsoring person or organization shall comply with subsection (2) of section 39-1359 when such highway is part of the state highway system.
