Neb. Rev. Stat. § 80-320

(1) Nothing in the Nebraska Veterans Services Act shall be construed as limiting the authority vested with the director to adopt and promulgate rules and regulations, not inconsistent with the act, for the administration of the Nebraska veterans homes. The department, in conjunction and after consultation with the Veterans' Homes Board, shall adopt and promulgate rules and regulations governing admission to and administration of the homes. (2) All rules, regulations, and orders of the Division of Veterans’ Homes of the Department of Health and Human Services or its predecessor agencies adopted prior to July 1, 2017, in connection with the powers, duties, and functions transferred to the Department of Veterans’ Affairs pursuant to the Nebraska Veterans Services Act, shall continue to be effective until revised, amended, repealed, or nullified pursuant to law.
