N.H. Rev. Stat. Ann. § 101:8

The commissioner of health and human services shall make and publish such rules adopted pursuant to RSA 541-A, not inconsistent with the provisions of this chapter, as are necessary or appropriate to the efficient administration of the functions under this chapter.
