N.H. Rev. Stat. Ann. § 106-D:4

The director is authorized to designate an alternate to serve in his place and stead on the conference as permitted by Article III B-C of the compact. However, it is the intention of the legislature that the director shall attend and participate in the work of the conference in person to the maximum extent practicable.
