N.H. Rev. Stat. Ann. § 126-M:5

The council shall submit a report no later than November 1 each year to the speaker of the house, the president of the senate, and the governor. This report may include recommendations, if any, for legislation to improve wellness and primary prevention services to children and families in New Hampshire.
