N.H. Rev. Stat. Ann. § 140:9

Any person who does not comply with any of the provisions of RSA 140 or with the rules adopted by the commissioner of the department of health and human services under RSA 140 shall be guilty of a misdemeanor if a natural person, or guilty of a felony if any other person.
