N.H. Rev. Stat. Ann. § 155:3

The firewards and engineers, if any, otherwise the selectmen of the town or the commissioners of the village district, as the case may be, shall constitute a board for the inspection of the buildings and halls mentioned in RSA 155:1, and shall inspect the same from time to time.
