N.H. Rev. Stat. Ann. § 158:24

To carry out the provisions of this chapter, the state fire marshal is authorized to take such actions as he may deem necessary to inform the public of the intent and purposes of this chapter and to adopt such rules, under RSA 541-A, as may be required for its effective enforcement.
