If the school board unreasonably neglect or refuse to warn an annual meeting, or to call a special meeting after a sufficient application therefor is made to them, a justice of superior court, upon petition of 10 or more voters, or 1/6 of the voters of the district, may issue such warrant and cause it to be posted, and, if for a special meeting, to be published as required by law. The members of the school board shall be made parties defendant to such petition.
