N.H. Rev. Stat. Ann. § 208:15-i

The executive director may, by administrative rule adopted pursuant to RSA 541-A, limit the availability of online registration on days designated for biological sample collection and suspend online registration in the event of a wildlife or public health emergency, with the consent of the commission.
