N.H. Rev. Stat. Ann. § 214:34-c

It is unlawful for any person, except the executive director or his agent, to molest, pull, tend, or to otherwise disturb any minnow or sucker trap, net, seine, bait house, or other gear of any licensed bait dealer without the written permission of the owner.
