N.H. Rev. Stat. Ann. § 227-H:19

If reimbursement is allowed, the commissioner of revenue administration shall certify the fact and the amount to the governor who shall draw a warrant on the state treasury out of any money not otherwise appropriated authorizing payment of the sum so specified to such town on the dates when the sums become available, but not later than 30 days after the amount is known.
