N.H. Rev. Stat. Ann. § 227-H:21

The funds shall first be apportioned by the department of education among the several organized towns, unincorporated towns, and unorganized places in which such national forest is or may be situated, in proportion to the area of such national forest in each, as determined by the forest service of the United States Department of Agriculture.
