N.H. Rev. Stat. Ann. § 227-L:3

If sites or rights of way necessary for the maintenance and effective operation of forest fire towers, fire trails, or lines cannot be acquired by gift or purchase, the department shall have the right to acquire the same under the power of eminent domain, and the value shall be determined as provided in RSA 227-H:3, II.
