N.H. Rev. Stat. Ann. § 227:13

The department shall not exercise its authority pursuant to RSA 227:1 and 8, to establish fees, fares and tolls at Cannon Mountain so as to discriminate against or to the detriment of, financially or otherwise, resident skiers, either directly or indirectly.
