Purchase of Entire Tract; Sale of Portion

Whenever the commission is of the opinion that savings to the state will thereby be effected, it may purchase an entire tract of land or other property upon agreement with the owner, and, with the consent of the governor and council, may sell therefrom whatever land or other property is not needed for the location or relocation of the highway.
