N.H. Rev. Stat. Ann. § 232:43

The county commissioners shall give notice, by publication, to the landowners so liable, describing the land by its boundaries on towns and places liable to repair highways, of the amount so expended and chargeable to the owners, requiring them to pay the same to the county treasurer within 90 days.
