N.H. Rev. Stat. Ann. § 232:5

The chairman of the county commissioners shall appoint a time and place of hearing on every petition referred to them, of which he shall give notice to the selectmen of each town interested therein, and to the landowners, in the same manner as required of selectmen in laying out highways in RSA 231.
