N.H. Rev. Stat. Ann. § 236:49

It shall be unlawful to construct a drive-in theatre with direct access to or from any class I, II or III highway, without first obtaining a written permit from the commissioner of transportation covering access provisions and such additional provisions as may be required to promote safety on the adjoining highways.
