N.H. Rev. Stat. Ann. § 259:120

"User," as used in the provisions of this title relative to road tolls, shall mean any person, except the United States government or any of its agencies, the state of New Hampshire and all of its political subdivisions, including school districts and village districts, or any state of the United States, District of Columbia or a province or territory of Canada.
