N.H. Rev. Stat. Ann. § 28:23

When so authorized by the county convention, the county commissioners may issue bonds of their county, to raise money for its uses, subject to the provisions of RSA 33. Said bonds shall be signed by 2 at least of the commissioners, and shall be countersigned by the treasurer.
