N.H. Rev. Stat. Ann. § 287-F:18

This compact may be reduced or expanded as to the number of member states, with the approval of the individual states' commissions. If the number of states participating in the tri-state lotto compact changes, the tri-state lotto commission may change the name of the lotto game, as may be appropriate.
