N.H. Rev. Stat. Ann. § 303:7

The assessors shall apportion the assessment among the original rights of the proprietors, and shall commit the list of the assessments to the collector, with a warrant or precept, under seal, setting forth his duty, the time for completing the collection and to whom the money is to be paid.
