N.H. Rev. Stat. Ann. § 402-B:11

In the event of an emergency or disaster, the commissioner of insurance may, in his or her discretion, issue licenses to persons the commissioner determines are qualified. The fee for the expedited license shall be the same as that provided in RSA 402-B:8.
