N.H. Rev. Stat. Ann. § 437-A:5

The commissioner shall adopt rules pursuant to RSA 541-A relative to:

I. Format and content of all forms required under this chapter.

II. Proof of eligibility under RSA 437-A:3, I.

II-a. Administration of the fund established under RSA 437-A:4-a.

III. [Repealed.]
