N.H. Rev. Stat. Ann. § 48:12

So many assessors may be chosen in each ward as may be prescribed by law or ordinance; or so many assessors may be chosen, in such manner and for such terms, as may be prescribed by law, or as the city councils may by ordinance provide, who shall hold their offices for the terms therein limited.
