N.H. Rev. Stat. Ann. § 484:22

The New England Interstate Water Pollution Control Commission, established by RSA 484:17, and called the commission in this subdivision, may develop standards for the training, educational and experience requirements for operating personnel necessary to the proper operation of sewage and other waste treatment plants.
