Communication by Inmates with Commissioner of Corrections, etc

Whenever a prisoner desires to communicate with the governor and council, the commissioner of corrections, or the attorney general, he shall be permitted to do so in a direct manner, without any supervision being exercised over his letters by the prison officials or other persons.
