Number of Voters Allowed Within Guardrail

The number of voters within the guardrail at any one time shall not exceed the number of voting booths and voting privacy screens at the polling place, provided that the number of voters shall not include election officers or any voter who is engaged in the act of handing his or her ballot to the moderator.
