N.J. Stat. Ann. § 30:4-147

Commitment of males to Youth Correctional Institution Complex

Any male person who is 14 years of age or older and less than 31 years old, who has been convicted of a crime punishable by imprisonment in the State Prison, who has not previously been sentenced to a State Prison in this State, or in any other state, may be committed to the Youth Correctional Institution Complex.
