7. a. The New Jersey Motor Vehicle Commission shall make registration forms for low-speed electric bicycles and motorized bicycles available at all commission agency locations and on the commission’s Internet website. Additionally, all sellers of low-speed electric bicycles, motorized bicycles, and electric motorized bicycles shall make the applicable registration forms available to individuals purchasing such bicycles. The form and content of the registration forms for low-speed electric bicycles and motorized bicycles shall conform to the requirements established by the rules and regulations adopted by the chief administrator pursuant to section 9 of P.L.1983, c.105 (C.39:4-14.3i).
b. Notwithstanding the provisions of subsection a. of this section, section 2 of P.L.1975, c.250 (C.39:4-14.3), and section 2 of P.L.2019, c.121 (C.39:4-14.16), a company operating shared low-speed electric bicycles under a contract with a local government may provide the serial number or other identifying numbers of each low-speed electric bicycle owned by the company to the commission on a quarterly basis in lieu of registering each shared low-speed electric bicycle.
