Annual report to the Legislature regarding registration of motorized bicycles and low-speed electric bicycles

9. a. Following the effective date of P.L.2025, c.285 (C.39:6A-4.8 et al.), the New Jersey Motor Vehicle Commission and the Department of Transportation shall prepare and submit an annual report to the Legislature, pursuant to section 2 of P.L.1991, c.164 (C.52:14-19.1), concerning all information collected regarding the registration of motorized bicycles in this State since 2019.

b. One year following the effective date of P.L.2025, c.285 (C.39:6A-4.8 et al.) and annually thereafter, the New Jersey Motor Vehicle Commission and the Department of Transportation shall prepare and submit an annual report to the Legislature, pursuant to section 2 of P.L.1991, c.164 (C.52:14-19.1), concerning the registration of low-speed electric bicycles and motorized bicycles in the State. The report shall include, but not be limited to:

(1) the number of low-speed electric bicycles and motorized bicycles registered in the State;

(2) the revenue generated by the fees collected and any civil penalties assessed pursuant to section 2 of P.L.1975, c.250 (C.39:4-14.3); and

(3) the number of registered low-speed electric bicycles and motorized bicycles disaggregated by the owner of record’s county of residence.
