9. The foundation shall annually report its findings and recommendations to the Governor, the Legislature, pursuant to section 2 of P.L.1991, c.164 (C.52:14-19.1), and the public. The report shall address the responsibilities of the foundation and all other issues which the foundation finds to be necessarily related.
