Ownership of all radio communication property at mountaintop or remote sites, including buildings, towers, antennas, emergency power plants and radio equipment owned by the New Mexico state police, department of transportation, department of game and fish [department of wildlife] and forestry division of the energy, minerals and natural resources department, is transferred to the department of information technology.
