The "public safety workforce capacity building fund" is created as a nonreverting fund in the state treasury to support the objectives of the public safety workforce building program. The fund consists of distributions, appropriations, gifts, grants, donations and income from investment of the fund. Money in the fund is appropriated to the department of finance and administration. Expenditures from the fund shall be made on warrant of the secretary of finance and administration pursuant to vouchers signed by the secretary of finance and administration or the secretary's authorized representative. The department of finance and administration shall administer the fund to provide grant disbursements and pay administrative costs necessary to carry out the provisions of Section 1 [ 9-6-22 NMSA 1978] of this 2026 act; provided that the amount expended for administrative costs shall not exceed three percent of the annual balance of the fund.
