“Child with special needs” means a child for whom placement with an adoptive parent is, in the opinion of the Administrator of the Division or the designee of the Administrator, made more difficult because of the age, race or number of siblings of the child, or because the child suffers from a severe or chronic medical, physical, mental or emotional condition.
