Specific consent to adoption or relinquishment required from each living parent and any legal guardian

Except as otherwise provided in NRS 127D.140, a specific consent to adoption or a relinquishment is required from:
1. Each parent of the child who is alive; and
2. Any legal guardian of the person of the child appointed by a court of competent jurisdiction.
