A petition alleging that a child should be declared free from the custody and control of his or her parent or parents may be filed at the election of the petitioner in:

1. The county in which the child is found;

2. The county in which the acts complained of occurred;

3. The county in which the child resides;

4. The county in which the child is the subject of another court proceeding;

5. The county in which an agency which provides child welfare services is located;

6. The county in which the guardian or custodian of the child resides;

7. The county in which the defendant resides; or

8. The county in which the convenience of the witnesses and the ends of justice would be promoted.
