Canvass of returns of election; issuance of certificates of election

Within 6 working days after the date of the election, the legislative authority of the incorporated city shall:
1. Meet and canvass the returns of the election.
2. Declare the result thereof.
3. Issue certificates of election to the 15 qualified electors having the highest vote therefor.
